How do I get more email subscribers for my newsletter?

I started a weekly newsletter about personal finance 4 months ago and I only have 87 subscribers. I promote it on Twitter and LinkedIn but barely anyone signs up. I'm giving away genuinely good content — budgeting tips, investment ideas, stuff people actually want. What am I doing wrong? How do I get to 1,000 subscribers?
